I think Mozilla also was (and is) too small to take on Google. After they gave up, Reliance forked it and used it for their JioPhones. Those worked fine because Reliance is big (and vertically integrates the roles of device manufacturer, OS dev and ISP / cellular provider, so they don’t need to work with anyone else).
